Job Description:

PEO Aircraft Carriers is responsible for leading the design, development, construction, modernization, and life-cycle management of the Navy’s aircraft carriers. This includes system design, equipment design, integrated product and process development, acquisition, construction, fleet introduction, enterprise knowledge management, maintenance, modernization, overhaul and disposal associated with ships, weapon systems, and equipment. CSRA provides a full range of professional support services across all of PEO Aircraft Carriers highly interrelated product lines in the areas of Program Management Support, Life Cycle Support, Financial & Business Support, and Operational Support.

PEO Aircraft Carriers programs are currently in different stages of the acquisition process. Because of this, the scope of this contract will allow CSRA’s support to encompass all phases of the acquisition life cycle and defense acquisition management framework.

The Post Shakedown Availability/Selected Restricted Availability (PSA/SRA) Planning Sr. Manager roles and responsibilities are as follows;

  • Leadership: Guide discussions during PSA/SRA Planning meetings. Oversee PSA/SRA Planning Jr. Analyst in management of work order processing. Manage assigned trial cards in Technical Support Management (TSM) system by updating using work order processing data.

  • Knowledge: General knowledge of requirements imposed by OPNAVINST 4700.8 - Trials, Acceptance, Commissioning, Fitting Out, Shakedown, and Post Shakedown Availability of U.S. Naval Ships Undergoing Construction or Conversion to assist in establishing goals and ensures proper reporting. Understanding of the AIT CCT process is covered by NAVY MODERNIZATION PROGRAM MANAGEMENT AND OPERATIONS MANUAL (NMP-MOM), APPENDIX H, ALTERATIONS TO SHIPS ACCOMPLISHED BY ALTERATION INSTALLATION TEAMS TECHNICAL SPECIFICATION TS9090-310G of 12 FEBRUARY 2015.

  • Goal Setting: Assist PMS 378 Deputy Program Manager (DPM) in managing the planning of PSA/SRA work. Organize a PSA/SRA planning process timeline.

  • Problem Solving: Assist PMS 378 DPM in prioritizing, analyzing, and recommending resolutions to problems that arise during work order development, approval, and execution. Ensure proper Ship Construction, Navy (SCN) funding is available to accomplish and recommend transferring to Fleet for accomplishment where appropriate.

  • Presentation: Assist PMS 378 DPM by establishing PSA/SRA Plan meeting agendas and facilitating group discussion. Schedule and run PSA/SRA Plan meetings; produce agenda, brief, etc. to support the meeting.

  • Microsoft Office: Possess general knowledge in the use of Word, Excel, and PowerPoint.
