Our Virginia Beach Department of Public Health (VBDPH) serves the 450,000 residents of the City of Virginia Beach as well as visitors to this coastal city along the Atlantic Ocean.

The VBDPH Deputy Director serves as the medical director, a supervisor, a clinician, a population health advocate, an integral member of the executive team, and the acting health director during any absence. VBDPH provides direct clinical services in the following areas: family planning, maternity, limited pediatrics, immunizations, STI/communicable disease, TB, and HIV/Ryan White care. The VBDPH Deputy Director oversees all these clinics in addition to the pharmacy and laboratory and works to align internal policies and standards with VDH and national standards and best practices as well as monitor health indicators, trends, and program performance. The deputy also assists the public health dentist with oversight of the dental clinic. The position directly supervises the clinician/s, dentist, pharmacy technician, and laboratory supervisor. The deputy provides direct patient care in clinics 1-2 times a week and as needed. This position works closely with the health director to identify and nurture partnerships that foster linkages to care, address social determinants of health, identify needs and fill gaps, and benefit the health and well-being of our community. As an integral member of the VBDPH Executive Team, the deputy fully engages in leadership meetings to plan, prioritize, and implement an overall public health program to improve the community’s health. The deputy acts in the health director’s role as requested, covering her duties in the short-term during any absence, taking leadership roles as assigned, and representing the director in the community by interacting with State and local government officials, the media, partners, civic groups and residents of diverse ethnic and socioeconomic backgrounds.

Minimum Qualifications

Thorough knowledge of principles and practices of public health and clinical preventive and reproductive medicine, to include maternity care, with experience providing direct patient care in an ambulatory or public health setting. Must be willing to prescribe all offered birth control methods including emergency contraception. Applied knowledge and skill in researching and aligning health information and best practices to achieve desired health and performance outcomes. Skilled in administering public health programs and directing a large and diverse organization in a dynamic environment. Minimum of two years of experience in supervision. Strong analytic and problem solving skills. Ability to communicate effectively orally and in writing. Ability to work both independently and as a member of teams comprised of professionals and laypersons. Ability to successfully interact with the media and engage public officials, partners and stakeholders as well as constituents of diverse backgrounds. Ability to thrive in a dynamic, rapidly changing environment and to help other cope with changes in the workplace. Virginia physician licensure in good standing and DEA registration is required.

Preferred Qualifications

Board certification in Family Medicine or Obstetrics and Gynecology. Master of Public Health degree or the equivalent combination of training and experience in public health. Experience with community assessment, population health improvement planning and implementation, policy development, and program planning and evaluation.
