The Virginia Beach Department of Public Health (VBDPH) is seeking a Nurse Manager to provide leadership, oversight and expertise for the programmatically diverse public health nursing directorate.

The position manages the following programs: Family Health Services; Communicable Disease; Community Visiting; Maternal, Child Health; Health Education; and WIC. The major focus of these programs is the promotion of health and wellness, prevention of disease and disability, and working with partners to link citizens to community resources for the 450,000 residents in the City of Virginia Beach. The Nurse Manager provides direct oversight to the six program supervisors who collectively supervise over 70 various staff members.

The Nurse Manager is a management level position that serves on the VBDPH Executive Team. Responsibilities include but are not limited to: evaluation of programs and services to ensure quality, efficiency and effectiveness; ensuring that the various nursing programs adhere to district, state, and federal standards; assisting with developing and monitoring nursing program-specific budgets; procuring and managing grants; establishing and strengthening effective working relationships with city, state, and community partners; defining health needs of the community; participating in the strategic planning process; and implementing measures to meet the VBDPH and VDH Strategic Plans, the Virginia Beach Community Health Improvement Plan, and the Virginia Plan for Well-Being.

VDH offers a competitive compensation package with an annual salary negotiable up to $95,000 plus a retirement package, including employer-paid life insurance, employer-paid malpractice protection, employer-subsidized health insurance, tax-free 457/401 deferred compensation plan with employer cash match, tax-free medical reimbursement and childcare reimbursement plans, employer paid disability plan, annual leave, sick leave, family personal leave and 12 paid holidays per year.

Minimum Qualifications
  • R.N. licensure or eligible in VA required. BSN or equivalent training/experience.

  • Extensive knowledge of nursing management and leadership to include: organizational behavior; problem-solving; priority setting; networking; and long-range strategic planning.

  • Practical knowledge of personnel management and staff development to include: supervision; training and evaluation; team building; and conflict management, resolution and progressive discipline.

  • Minimum of two years of supervisory and management experience.

  • Highly skilled in effective and efficient written and verbal communication skills.

  • Ability to develop goals and objectives as well as program policies and protocols, initiate quality improvement measures and to evaluate effectiveness of programs.

  • Knowledge in health services databases, ability to query and analyze information, and excellent computer skills to include Microsoft Office.

  • Experience writing and overseeing multiple program grants, contracts, and budgets.

Preferred Qualifications
  • Master’s degree in public health, nursing, or related field preferred.

  • Passion for public health and serving the community with knowledge of current public health principles, public health nursing, and health trends as well as knowledge of federal/state laws, regulations and policies relating to public health.
